sdetkit ops init bootstraps .sdetkit/ with config, policies, playbooks, cache, and out folders.

• sdetkit ops plan --profile ci
• sdetkit ops run --profile ci --jobs 2 --fail-fast

By default commands are offline-first and deterministic.
